Noble P. Kheder, Chairman
Mr. Kheder has built an effective and highly professional
firm representing diverse interests in business, health care, information
technology, and higher education. Prior to founding the firm, Mr. Kheder
had a distinguished career in state and county government which spanned
more than 15 years. His public service experience includes key executive
positions with the state and county Departments of Social Services and
the state Department of Mental Health, including director of the Michigan
Department of Social Services under the Milliken administration.
Considered an expert in his field, Mr. Kheder has received a number of
appointments to prominent national and state agencies dealing with
various aspects of human services and health care issues.

John A. Davis, President
Mr. Davis has led the charge in developing the firm into
one of the premier health care consulting practices in the region. He is
highly regarded for his expertise in the hospital and medical clinic
management field. For more than a decade, Mr. Davis has cultivated his
expertise in the areas of the legislative process, licensing, and
regulation while representing clients on a host of issues, including
health care, utilities, and natural resources. He is actively involved in
the firm’s grassroots and political action efforts, which brings a unique
exposure to state government. Prior to joining the firm, Mr. Davis served
as a consultant and administrative assistant to the vice president of
government affairs for Michigan State University.

Heather R. Scott, Senior Associate
Ms. Scott joined Kheder Davis & Associates after
spending the previous five years with the Michigan House of
Representatives where she served as a legislative aide to the chairman of
the House Health Policy Committee. During her tenure with the House, Ms.
Scott was actively involved with all the major health care matters to
come before the legislature including professional licensure and
registration, prescription drug issues including Medicaid prior
authorization, Elder Insurance Prescription Coverage and the Consumer
Prescription Protection Act, as well as various health insurance matters
such as small group health insurance market reform.

Andy Ball, Associate
Mr. Ball comes to Kheder Davis & Associates from
England, where he was educated in finance and economics. As a result of
his participation in multiple significant international real estate
transactions and an externship with General Motors, Mr. Balls critical thinking skills and
financial analysis are significant assets in coordinating various
business ventures for Kheder Davis clients. Mr. Ball also attends various
state agency and regulatory board meetings and committee hearings and
manages regulatory filings for the firm.

Joseph Kheder, Associate
Mr. Kheder joined the firm bringing a unique blend of experiences in politics, government and business. Under the leadership of four Speakers, he spent 13 years at the Michigan House of Representatives with its Dean and Appropriations Chair, Representative D. J. Jacobetti. His responsibilities included Senior Administrative Assistant and Committee Staff Director for the House Appropriations Committee. During the following 15 years, Mr. Kheder established a company which developed over 170 properties. He was on the Legislative and PAC Boards for the Building Industry Association, and active with the state and national building associations. More recently, he provided consulting services for several Detroit based businesses, concentrating on business development and governmental relations, leading to his return to Lansing.

Kendra M. Weaver, Business Manager
Ms. Weaver brings over 10 years of experience to Kheder Davis
and oversees the financial management, budgeting and administration of
the firm. As business manager, she is responsible for the long term
financial strength of the firm. In addition to her fiscal management
duties, she supervisors the firms
administrative staff. She joined Kheder Davis & Associates
after holding the position of office administrator with a Lansing area
law firm.

Alexandra Breske, Administrative Assistant
Ms. Breske joined Kheder Davis & Associates after spending time in the mortgage industry and municipal government. She holds a Bachelor of Arts degree in Political Science and is currently pursuing a higher education degree. Ms. Breske is charged with the responsibilities of coordinating meetings and events with government and legislative officials as well as organization of the firm’s internal administrative functions.
